1) No. The whole point of the Lexus upgrade is to avoid the installation of an aftermarket ECU or piggyback computer. It's basically a cheap and dodgy way of doing the same thing.

less dodgy then a FCD or crappy piggy back chip and probably also better then those S-AFC/f-con thingos
dont seem to hear complants from people that have done it!
