Answer to your original question is yes, you do. If you don't want the charcoal canister in the engine bay, remove it, shorten the pipe that runs back to the tank and fit a one-way breather valve to the end of it. Otherwise you run the risk of pressuring the tank in your EFI arrangement.
There is a guy running a 1G-GZE in his RA23 and has fitted an in-tank fuel pump and is suffering big fuel smells and tank pressure problems where the cap is almost exploding off is his hands when he stops to fuel up.
Cut into the return line at the rear and move the canister to the boot and just join up the lines in the engine bay, and you will be legal. Shame to see your car yellow stickered when otherwise it could be made street legal.
