As clintgodde said, you cant go wrong with a brand new GT25 (320hp) for around $1500. They are a fantastic match for the 4AG, with excellent response & no loss at the top of the revs.
I dont really trust buying second hand turbos unless I've seen the car running that it came from, unless its cheap enough to not care about the condition and take a chance. Its easy to see problems with the physical condition of wheels, and feel for shaft play, but its just as expensive to change oil seals as it is for a full rebuild, and its hard to tell if it has this problem if the previous owner hits it with some degreaser before you see it 
Any later model T25/28 turbos (ball bearing or not) are hard to come by because of their popularity at the moment. Expect to pay around $600 for a bush bearing model, and $800+ for ball bearing, unless you can find a cheap private sale.
My bush bearing S14 200SX T28 may be for sale soon.....
