The rule is like this for Qld:

Atmo: Vehicle weight (kg) x3 = max allowed engine capacity (cc)
Turbo: Vehicle weight (kg) x2.5 = max allowed engine capacity (cc)

So if we assume the car is 1100kg, you can fit a 3.3 litre atmo engine in your Celica, or a 2.7 litre turbo engine. Note that for registration purposes, a 13B is considered a 2.6 litre engine. Looks like you should be able to do it!
