Haven't heard of dual cone recently how ever there was a company that were using 2 cones instead of 1 a few years back mainly for stregnth. A 2 way speaker has 2 distinct parts to it 1 being the main woofer the other being a small "tweeter" style driver.
In general terms the bigger the cone area the lower in the frequency range the driver can produce at the expense of the higher range. whereas a smaller speaker produces high frequencies and not much Doof. hence two way speakers most good quality 2 way units (co-axial or split) have a mid woofer and a tweeter match so that as the mid driver fades out at high freq. the tweeter kicks in where the tweeter left off to produce a larger field of sound wavew. (Note if a sub is in the system the mid should pick up where the sub driver ends)
If you mean dual voice coils this usually refers to sub speakers as they are the largest of the speakers they move alot of a air which can load the voice coil and magnet a dual voice coil speaker has 2. dual vioce coil subs are good if you have smaller amps as you can load them down and get good power to them.
