A transceivers is a mix of scanner and transmitter. Most scanners/transceivers will actually skip over a number of different frequencies(eg. air traffic control & some police), you'll notice it scanning the 468.6XX range usually, it'll go up in 10's(Khz steps) and then skip a whole range(called cellular blocking). Some transceivers will allow you to listen to particular frequencies but not transmit on them(ie. some police and other emergency services). This can however be altered if you have a programmable transceiver eg. the Yaesu(speeling) VX-5R. I know a few people that have programmed these so they can transmit and receive/transmit almost the entire UHF, VHF & some MW bands. Police in NSW do not appear to use encryption for their normal beat & patrol cars(although there is some encryption around), I have listened on transceivers to the local freqs. and they are constantly active, although like I said earlier I'm sure there is an encrypted digital network for really important info. The Yaesu VX-5R and I think there is a more powerful unit VX-7R(7W instead of 5W) are damn good little transceivers, if you feel like spending $500-700 on CB kit, but its quality stuff.
