Mmmm.... How to explain.
Mmmm.. ok, it's the specific distance that the center of a rim has compared to the actual center of the rim as a whole.
You know the part that actually mounts that has the holes through it? It's how far from the center of the rim itself (looking from top down of the tyre rim), that is it positioned. Ok, if you look top down on a tyre that is infront of you in a line, divide that down the center. You'll find that not all rims have the "mount" at the same position.
You'll need a different offset if you for example, put on bigger brakes, (you'll require clearance, or you could just buy bigger rims), or more importantly, if you buy a wider rim (fatter tyre), than what was originally on the car, you'll require a different offset so it fits.
I'm bad at explaining stuff without visual aids, (I believe for cars, seeing is worth more than a trillion words). I'm sure someone else can put just the right words in.
