you would have to adapt an EFI in-tank pump if that's what you want - and there was no TA22 with EFI
... but any EFI pump will be way too high pressure for your carbs.
if you want an electric pump, get a high volume, low pressure pump - they usually mounts (relative to the tank but not inside it) below, or near, the bottom of the tank.

is what you're after - there's also carter and holley pumps that do the same thing.
but i think your sluggish behaviour will be from something like:
float levels wrong
dirt in carb
accel pumps stuffed
ignition timing/dwell not right
fuel pump stuffed
fuel line to pump from tank crushed
fuel return line (from pump to tank) blocked
...
