in Qld they used to call it a "unregistered vehicle permit" - costs about $17 a day
BUT up here you have to arrange Compulsory Third Party (CTP insurance) PRIOR to queuing in the transport department office for half-a-bloody-day as they won't give you the permit without the insurance - which you were supposed to have obtained from somewhere else, which their website DIDN'T point out...

i'd say NSW is much the same. (search for "Unregistered Vehicle Permit" - plus there seems to be this form <http://www.rta.nsw.gov.au/publicationsstatisticsfo rms/downloads/45070190.pdf>)
if i were doing it, i would arrange for the permit in advance (so you'll need engine and VIN no.s etc) so when you pickup the car you leave behind the plates.
you should not try to arrange any paperwork on the day you're planning to shift/drive the car- because some customer diservice representative will stuff your day up... (sorry if you work for Qld Tpt or RTA or similar ... but i've never had a pleasant experience in one of those offices in 19 years of driving).
