the horn swith on early ceclia's doesn't switch to earth (or so it seems).

my old RA23 did this fuse-blowingthing whenever i removed the steering wheel and accidently shorted the wire feeding the horn switch (and hey presto, fuse blows so no horn or other unswitched stuff like brake and interior lites).

check that the wiring inside the steering boss (i'm assuming you've tossed the celica-bus steering wheel?) is well insulated.

or yes, go on a futile chase looking for bad earths ...

seriously, blowing fuses indicates a short somewhere - look for stray (and bare) wires under the dash - go over all the electrical stuff you've been playing with/modifying...
