On that budget there's not a whole lot you can do. You might just squeeze a new pair of Webers into the budget along with a good tune, and that should net you a few extra hp.
Frankly I don't think NA mods are worthwhile on an 18R-G; they already make lots of hp as they are, so pushing it much further takes a lot of money. Forced induction on the other hand is a different kettle of fish.
