Using the shims out of the GE would be nice, but shims are VERY fine things and valve length will vary shim thickness.

In the book 4AG II, what they do is pull all the shims out in the order they were (using damper box split into 16 compartments).
Check flatness of shims: make them.
Measure the thickness of each shim, write it down.
Measure the required shim thickness in the head.
Shuffle the shims around so that the correct thickness shims are where they should be. Those too thin need to be replaced. You should be lucky enough to simple shuffle them around needing no new ones.
The shims can be made thinner using grinding stone: sort of like what you sharpen knife's on. just make sure its VERY flat.
You can buy shims from Toyota in varying thickness's.
Adjusted (grind) them so they are correct thickness.
Put it all back together.

Above is all from memory, I havn't seen my book in a few month's. It's all in japanese, but that is the jist I got from the pictures. You don't 'grind' the shims more like wear away the surface a LITTLE bit. There is a better term but it does not come to mind.
