Yep, time to port the waste gate. My setup did this also with the standard CT20, I solved the problem by replacing the turbo with a T28, as you well know by now! You can also disable the fuel cutout for safer driving by removing the sensor line to the unit, but leaving the electrical line hooked up still.
My only explanation for your raised Wastegate activation level is a modified wastegate, done before you bought the car?!?
