On the front end, the wheel offset affects the "scrub radius", which is basically the distance from the centre line of the tyre to the imaginary pivot point of your steering. Changing the offset of your wheels will change the scrub radius, and that can have all sorts of interesting side-effects - including tram-lining. This is one reason why you should always aim to keep the offset the same as the factory spec.
I might add that upgrading to a larger diameter wheel with lower profile tyres makes a big difference. When I had a TA22 I upgraded to 14" wheels with 60 profile tyres, and even that had a noticeable positive effect on the car's steering and handling.
Of course you shouldn't go overboard with wheel size; I've seen TA22's with 17" wheels and they look ridiculous, plus the tyres have such tiny sidewalls they couldn't possibly have any compliance which means they'll probably perform worse than the high-profile tyres! IMO 15" is about right for a TA22, or 16" at the very most.
