yes. yes they can.

and toyota dont actually specify. not at my work, anyway...

we re-use headbolts all the time.

toyota headbolts aren't a torque-to-yeild design anyway, so you wont have a problem, just make sure you clean up the threads, with a wire brush, coat them with a little oil, and put some oil under the heads of the bolts, and on the washers, and away you go!!
