I cant tell you the temp mine turns on at, but its the bottom of the operating range, as soon as it hits the 2nd bottom line it kicks in. I did have the same problem with the thermo fan cutting in when it was hot due to flat battery, this was resolved by getting the voltage regulator replaced(was only chargeing at 10.5 instead of 14v...makes huge! difference)
