ahh.. that sounds like a bit of a pain..
but here is a bit of a suggestion, if it's going to cost you that much $$$ (3-4 on bodywork, 2k rego).
Have you ever thought about getting a locally delivered shell (there are quite a few of those on the for sale forums), and transferring all the parts over.. These shells shouldn't be that expensive (everythign gutted from the car), and well under $1k,.
that way, no need to screw around with compliance. Also, chances are, you'll find a better shell with less rust. And less rust is always better than a rusted car with repairs.
Because it's simply a parts transfer thing, everything fits bolt for bolt, and it'll just be as good as a jdm.
I know a guy in melbournes west (a toyota specialist mechanic) who did the same on an entire vehicle, and charged only $2000 bux.
If you want to transfer the trueno front on straight away, you can. If not drive around with a levin until you can save up for the repair and spray....
And at the end of the day, it'll be registered as a local delivered sprinter.. so cheap insurance, and less hassles at vic roads...
Sure, you can't boast that it's JDM. But seriously, a clean Aus Spec with ALL the JDM bits, including engine loom and interior etc is no different at all. Both have AE86 on the bulkhead, so they are exactly the same shell.
Do you think it's really worth trying to repair the body?.
