Yep, two options - either your windscreen isn't sealed or your plenum skin has rusted through. The first option is the easiest to repair, while you will repair the first one while repairing the second one! Fixing involves drilling out the spot welds for the plenum, welding new steal into the rusty areas, reattaching the plenum, and respraying the necessary areas.
