I believe .7bar is the correct boost level, aka 7.35psi - I'd say your boost gauge is slightly inaccurate(its happened to me before, brand spanker .5/1psi out) or else you have some sort of leak somewhere perhaps.

as for boost response, with my 1 1/2" exhuast i usaully had 1-2psi at 2000rpm and full boost at 3,500 with it really hauling at 4000rpm (2nd gear) - another problem with the ct20 is cracking around the wastegate(from my experience) - I also now have a 3" exhuast which made the ct20 alot more efficent i think but the ct20 is currently RIP.

and i dont know anything about the EMS.
