ball bearing turbo with large external wastegate.
ensure waste gas is plumbed into dump pipe to join gas flow (instead of interrupt) via a suitablely angled join hat encourages spiral gas flow- or dump straight to atmo if not streetable.
i think most high-horsepower turbos have external wastegate, otherwise you have gas flow problems/issues inside the housing and dump pipe with an integral wastegate.
Also, a boost controller (aka ceclicamad's or similar) that provides positive boost control but lets your monster ball-bearing turbo spool up quickly.
IMHO: 2 x wastegates may not act synchonously and would only complicate plumbing/exhausts for a single turbo
But ... if you're after a wider rev range of usable boost then maybe two turbos would be better? 'cause a big turbo (suited for upper rev range) will be not spool up quickly at lower revs?
