You don't really want to use the standard oil cooler return fitting as a drain for the turbo, as most turbos use a 1/2" or so I.D. return line. You really want to have a fitting to suite your turbo's oil drain.
As for an oil cooler, you don't have to run one, but it'd be a bloody good idea, especially considering your climate, if you live in Australia (except maybe Tasmania). It's pretty easy to get hold of a standard oil cooling system & fit it.
