Mine is positioned only 20mm lower than the mounting lip at the top of the sump, and I still have issues unless the oil is 5mm lower than the "full" mark on the dipstick.

same with mine. 
krayzie, i got mine brazed onto my sump when i had it off after i drilled a hole.
but i have personaly seen it done with the hammer and punch on a gte that was in the car. seemed to work fine and still does.
i used some thin wall steel pipe that was the diametre i needed.
