how much can you do yourself? that determines cost.
carby is not needed until you start changing cams. even then, anything bigger than a 34/34 or 32/36 weber is not needed. twin side draughts are nice, but that alone blows your budget.
get a mild cam (Camtech stage 3.. doesn't need dual springs), new stock valve springs (less than $50), extractors, 3K head, some exhaust porting if you do it yourself, extractors, 1.75"-2" exhaust (don't skimp on the mufflers, or it will sound like a gemini.. ie 1 or 2 resonators and a reverse-flow type), get a Jaycar HEI for your points. ditch standard air cleaner (terrible), and make a cold air duct.
oh, and get the rods/pistons balanced!! very important!!!!
this will get you a motor that will rev to 7000rpm, and have peak power of around 85-95hp. but still be nice down low.
if you do it all yourself, it will be pretty cheap... but close to your budget.
