The German system requires them to keep a logbook. They have to drive at least a certain amount of kilometres all in different conditions. Plus they have to do a certain amount of hours with a qualified instructor.
It costs about $2000 for them to get a licence. I believe that's a better system. It's also social engineering... Because it's so hard to get a licence, the Germans think that a licence is something to be proud of. Australians just think it's their right to be able to drive on the road.
Having done an advanced driving course, I was completely shocked at how bad the average Australian driver was. I spent all day bored 'coz it was so easy whilst everyone else (from Mums to other car hoons) lost control of their car at least once. Granted my suspension setup isn't in the same league as your average Excel, but still...
I drive like a maniac, but I'm actually more scared of someone else hitting me than I am of losing control of my car.
