my understanding of the differences was that they're in the engine management and injectors (and probably in the cams too). i think the big physical stuff is pretty much the same for series I to III.
to get the different boost, they would have had to change actuators as there's no electronic control of boost (nor does the ECU monitor MAP)
i think once they started development of the CT20 turbos, you ended up with differences over the life of the turbo hardware (e.g. CT 20 had steel then ceramic exhaust turbines)
aftermarket mods: I think there was a HKS kit for the twin CT12s and someone here recently sold a HKS single turbo kit for a 1G-GTE.
