Are you sure that a 15% increase in power requires an Engineering Certificate?
I thought it was a 15% increase in engine capacity, otherwise every time you turned the boost up, you'd need to get a cert?
Besides, how could they tell, the RTA don't have dynos.
Brake upgrades are easy.
GT4 calipers (either Aussie single piston or Jap twin piston) bolt on with no other mods (except for grinding a way a bit of the backing plate for clearance), you don't even need to change discs or brake lines.
3S-GE were available in a lot of cars apart from what we got here.
Celica ST18x, ST20x (except fro Aus & US who got lame 5S
Corona, Carina, Caldina, Curren.
Some of these had GT versions with the 3rd Gen. I think the Corona GT had 140 odd kW.
Just make sure you've got the rear discs as well (about $300 to do this from my experience)

PS I might have a 2.0L SOHC turbo diesel for sale shortly if you're interested that'll bolt straight in Laughing 50FWkW & 200FWNm
