It depends on what transmission you have. If your car has ECT the "kickdown" cable adjusts line pressure only (clamping force on the clutches).
If you have an older hydraulic transmission, eg A131L tightening or taking slack out of the cable will make the engine hold on to gears longer before upshifting, and be closer to kicking down at speed.
Generally when referring to the transmission code:
H,L suffix = hydraulic shift control E suffix = ECT control
