there's various state/federal regs about how high & far off centre headlights (dipped ones) should point. some car manuals have set-by-step guides to set them correctly.
adjusters are in the headlight surrounds. there should be two screws per fitting.
when adjusting them, imagine you're in an oncoming car and adjust the headlghts accodingly to:
-suit the relevant regulations
-not blind/affect oncoming traffic
-light up the outer edge of the road sufficiently to see nearby markers and edges
or you can be a dick and aim them high enuf for you only and to top it off, get a pair of cheapo-driving lights that blind low-slung drivers (like celica and supra drivers).
i would advice that you decide in favour of safety.
