Is it the factory ECU?
If so, it will probably only turn on the EFI pump from the "Start" position, not the "on" position.
The computer may also vary voltage to the pump to make it flow differently as engine speed goes up or down.
You don't want this for your lifter pump.
Does you surge tank have an overflow back to the fuel tank?
Wire up your lifter pump direct from ignition "on" via a relay & prime it like I suggested.
