if you're changing over to an engine that was desgined to run U/L in an EFI system with a cat, you're supposed to put the restrictor there - so in theory you can't put LRP into it and produce emissions above the designed limit of the engine... but seeing as so many of us are either:
-producing power way in excess of factory standard
-madly driving like a gorilla with it's arse on fire
its really a bit futile to try to stick to a 'designed' emissions standard...
