If not, what is the easiest way to pull the fuel rail out? Do you need to pull the inlet manifold off?

Take the top half of the intake manifold off. Then you can get to the fuel rail easily. This will open up runners (and they are opportunely positioned so they face slightly upwards ready to catch any stray bolt that might come their way) so be sure to plug them with clean rags to prevent grief.
