you need a 14mm ring spanner to losen the lock nut on the idler/tensioner pulley. a 14mm socket with some looong extensions and your ratchet.
you dont really need to jack the car up, depends if you like laying down on ya back and reaching under.. (well you gotta get on your back anyways even if its jacked up).
get/reach under and losen the idler nut with your ring spanner, dont take it off just losen it.
take out your dipstick, you will see a bolt head down there, thats where your 14mm socket goes and the extensions so you can put your ratchet on it (helps if you have one of them knuckle type ends on your extension on the socket so it can move/swivel a bit).
by memory turn the ratchet clockwise to tighten the bolt/tensioner. make sure you tighten the idler locking nut up tight when you are happy with the belt tension.
