if you're deadset keen on a carbi-powered suck-thru turbo then my car's an example (see link below) - yes it's only an 18R but you're looking at a similar job (even uses a stromberg CD 175 carbi):
custom exhaust manifold
higher-flowing fuel pump (not higher pressure)
modified intake (from turbo to existing flanges where the solex's bolted on)
bigger exhaust (2 1/2 would be a good start)
modified dizzi (total mech advance limited to 15 degree)
locate vacuum advance unit with ports on each side of diaphram so you can get boost-retard and then adapt to dizzi...

with my one experience, i'd advise EFI - you biggest ticket is going to be the exhaust side - from turbo to EFI throttle body can be exhaust tube and radiator hose for flexible joins. what you don't spend on carbi, intake manifold mods, modifying the dizzi, re-jetting the carbi, you can put towards an EFI computer that does spark & fuel and bigger injectors.

also, an ECU that uses MAP (and map sensors are only really US$18 worth of silicon & plastic) will eliminate need for an AFM.

if you want cheap EFI computers and your competent with a soldering iron and electrical stuff then look here:

one for fuel, the other for spark (is what i'm about to do).

there's a guy on toymods (brisbane based) with a corona wagon with a 18RG EFI turbo...
