You can run the 18R-GE's on a 3S-GE/TE. I think that this would be a good way to go (especially the 3S-GTE ECU) as you already have everything there to run the turbo.
I've been thinking about making an 18R-GE turbo someday, just for the whole bolt in factor, but in all honesty guys, the better option (and probably for similar cost), is to go for a 1G-GTE conversion if you want a turbo engine in an early celica or similar.
Don't get me wrong, the 18R-G's are great, but there still haven't been made for what, 20 years at best?? And as we all know the Japanese are a throw away society, so unless you wanna pay a fourntune for parts just cause you break something, think about getting a newer engine.
The power, drivability and fuel economy will be so much better as well...
