does it have a "hydraulic/oil feed" chain tensioner??
always on the slack side and usually also has a small spring to take out the initial slack.
are you turning it over Backwards???? even then it shouldn't have enough slack for this problem.
i really think you've got a parts mis-match.
its got nothing to do with compression.

i have no experience with this engine.
