Fuck that, your friend agreed for a $160 tune up not $1k. Some of the stuff they 'accidentally' broke should be their problem not yours. Id try my luck with a legal document from a lawyer which shouldnt cost much and it might work.
They cant keep your car, just tell them to send you the bill then ignore it for a while.
