I recently spoke to Vicroads about modified cars from interstate. Their response was, so long as the car has complied with all requirements for modification in the original state, they don't require anything other than new registration of that vehicle within three months of residency. That said, you won't need to engineer your car again, simply provide the paperwork and money for registration in Victoria.
