actually they CAN keep your car till u pay,
unless u get a legal document saying the car has to be released ,
he had to have signed a document saying he authorises the said repairs, get the document and make sure it doesnt have a clause in it saying that said signature also authorises any other repairs,

trust me, i work in a new car service dept

as already said, get the parts, if these parts cannot be produced, then take legal action claiming undue expense and check to make sure said parts were even put in

and after a $1k bill, if it dont cut a sec off the 1/4, he better start reaming ppl
