As said, whichever makes less power & is tuned the best.
But it's really way too broad a question to make, twins would suck on a small 4cyl & might use more fuel to get a good result than a suitably sized single.
If you're talking about a 1j or similar you won't get much better than standard turbos & a really good tune.
