Fuel economy isn't that simple. If you have the capability of more power, it doesn't mean that you are using fuel inefficiently, or even using more fuel. More power = faster = less time = less fuel (very simplified maths).
Fuel economy is actually related to how efficiently you use the air and the fuel...it can be related to *tonnes* of things. Head flow design, combustion efficiency. A twin turbo set up is probably harder to make fuel efficient than a single turbo set up.
One of the constant factors in a twin-turbo set up is that it weighs more. The other is that you have to spool up two turbines (not always at the same time though), which generally leads to innefficient use of fuel (not necessarily more power either).
