I would make a petition up with your proposal, and down the bottom a simple form that lets people submit their full name and current address to a database. Once you have 100 "signatures" send off the database.
Of course, you will have to have some sort of assurances that the information the participants are giving will only be sent to the appropriate sources.
I could write the code for this if you write the proposal.
