I spoke to the owner of the Civic and she said that the guy had apparently broken more than 3 laws and was going to get done for all of them. I don't mind being a snitch when it comes to mindless damage to other people's cars because I am hoping someone will do the same for me. I even left a note when my towbar touched some guy's numberplate... He rang me up puzzled as to why I bothered. It made me feel better about it. well, i certainly wish there were more people like you in the car parks i park my car in...! it's just the right thing to do. not hope they don't notice it.
