tried google for "customs service australia"?

it's the dept that regulates imports
fob = Free on Board
there's a number of acts pertaining to importing (this is from the custom's service annual report):

could be a lot of reading to find the relevant act? 
some of the import car co's have info related to car imports on their web sites - search this site for "import cars"
