There are no bolt-on EFI options for the 21R-C, so you're looking at custom gear (ie $$$) if you want to make a 21R-E. I agree with the above, do an engine swap; a 22R-E is probably the easiest option since it will practically bolt in and you get the benefit of an extra 400cc. They're pretty cheap too.
The carby option isn't even worth considering, especially not on a 21R-C.
