They are either Serbian or Croatian.
The person speaking said: " Ovo nas sad prekida" which translates: "This is gonna disconect us now"
or at least my translation of it.
I'd say this was during the war in the early 90's in
Yugoslavia. I should now I was there! 
How cool is the old man,  he hardly flinched.
If I didn't understand the language I would've guessed he said: "puff puff give, puff puff give, your fu@#!ng up the rotation"  Chris Tucker in "Friday"
