with ign off, check for voltages at the coil side of the appropriate relays (like MAIN, EFI, FUEL PUMP etc),
then with ign on, check the same again, and again after turning ign off (but it staying on)

ign will also turn off if you remove the appropriate relay

if you are replacing the fuel pump relay, you shouldn't need the COrelay. unless it provides power to another circuit..
even so, it shouldn't cause a continuous power up..
