	I think IDL is for closed throttle position. 
 
I have no idea why someone would put a plug on this to disconnect it.. 
 
Maybe the TPS is stuffed? Check each wire make sure they are the correct way around.  
 
PIN	COLOUR	FUNCTION 
VTA	Red	Variable Signal  
IDL	Blue	Closed throttle signal 
E2	Brown	Earth
