The only reason I'd replace a 16V 4age with a silvertop 20V would be if the 16V died and the silvertop was dirt cheap... there's not much of a performance gain with the silvertop.
Also, if you are going to go to the trouble of the conversion, then make sure you get a post '93 motor and box. That way you will get the more powerful of the two ae101 20V's (intake ports are different on the post '93 motors) and also the C56 gearbox which has better ratio's in 3rd and 4th. You can get the year of the motor from the date stamped on the spark plug leads.

Having said that, I have replaced a 100kw 4age with an ae101 silvertop after the 4age died, I got a frontcut for $1600 so it was woth the conversion. The write up I did for that conversion lives over at http://www.4age.net
Take a look at it, and I'd recommend changing the waterpump and timing belt on the "new" 10 year old motor as a bare minimum. Most of the ae101 cuts I've seen lately are very close to, if not over 100,000K's
