Hey,
I believe you have the set up fairy right , the cam sprockets would be the adjustable ones therefor I would say to have the dot on the sprocket in the top position to start. When you get the engine together and running it may pay to adjust the timing i.e advance and retard later.
Check distributor for firing position No. 1
If cams are facing the right way at TDC the engine will turn with a spanner with ease.( Take out the spark plugs to make it easier).
