As someone who is building a mid-engined car (tube frame clubman style with silvertop 4A-GE) I have to agree with Stewart here. Mods of that extent to a Starlet will make it into an ICV which means it becomes a 2004 model and needs to comply with ADR79/01 emmissions regs etc. That makes the bike engine a no-no almost immediately. There's some guys in Sydney who have succesfully got Hayabusa engines certified for registration in a PRB clubman. My understanding is that exercise cost at least $20,000 per car over and above the cost of putting in the usual silvertop or blacktop.
For that matter, even the 20-valves are doubtful now for ICV's, depending on which state you're in and how friendly your engineer is  I'm not saying it can't be done, but it definitely can't be done cheaply. Maybe choosing a current drivetrain (2ZZ-GE anyone?) would simplify the emmissions aspect. ZZ motors are alloy block too => nice and light which is always a good thing in something the size of the Starlet.
Bottom line? If you want to do it, go for it. But, speak to an engineer first and find out what will be needed to get it approved for the road. If you go ahead with it, keep us informed
